SHRM Manager, Exchange Visitor Programs in Alexandria, Virginia
The Global Outreach and Operations Department drives brand influence outside the United States by nurturing SHRM’s engagement with HR and business associations, enterprises, non-governmental organizations, international governmental organizations and others interested in influencing global public policy. The Department uses these insights to support development and delivery of products and services of interest to the international HR audience.
The Manager of Exchange Visitor Programs is the Responsible Officer (RO) of SHRM’s two exchange visitor (J-1) programs as designated by the U.S. Department of State. As the SHRM product owner, the Manager is responsible for setting the strategic direction of the programs, ensuring compliance with government regulations and leading the daily operations to deliver excellent experience to enterprise clients and individual participants.
The Manager works with global enterprise sales team to grow program and expand customer base; and works with finance, IT, outside vendors, customer experience and other departments to deliver the highest quality experience to current and potential customers. The Manager represents SHRM with the Alliance for International Exchange community, maintains DOS documents, contracts, legal and financial records, and manages budgets.
Serves as the Responsible Officer (RO) for SHRM’s Exchange Visitor Program trainee & intern programs.
Ensures that all staff members are fully trained in Federal regulations governing the Exchange Visitor Program, DOS & SEVP guidance directives and protocols, employment laws impacting J-1 programs, and SHRM’s procedures.
Reviews and audit J-1 sponsorship applications prepared by SHRM program staff.
Oversees operation of INSZoom online application process and work with SHRM IT to integrate with SHRM business systems.
Prepares and submits to the Department of State in a timely manner: Annual Reports, Redesignations, and Allotment Requests; responds to other DOS inquiries as needed.
Oversees J-1 program audits conducted by outside entities or SHRM staff.
Conducts site visits as required by DOS or as part of SHRM’s compliance program.
Develops and manages J-1 program’s annual budget.
Ensures accounts receivable are collected in a timely manner and liaise with appropriate SHRM personnel on accounting practices related to J-1-related accounts receivable.
Coordinates annual strategic planning for the J program.
Oversees SHRM planning of cultural exchange and professional development activities to offer to participants and determine that cultural components of regulations are being fulfilled.
Ensures that the J-1 portions of the SHRM website and Customer Experience Knowledge Base are accurate and up-to-date.
Coordinates program use of social media (Twitter, Facebook, etc.) for J-1 purposes.
Processes applications as necessary to meet client demand.
Obtains and maintains Master Services Agreements from all clients. Consults with legal counsel as necessary on J-1 matters (including on OFAC checks for potential J cases) and coordinates data privacy elements with Legal and IT.
Serves as operational link between Marketing and Sales teams to promote the J program to potential program users.
Serves as subject matter expert for teams and facilitate creation of electronic and print materials and development of thought leadership pieces that can be used for marketing and/or educational purposes.
Hosts webinars throughout the year for potential program users on J-1 topics.
Builds relationships and communicates regularly with host organizations using the J-1 program to ensure their successful participation in SHRM’s program and that regulatory compliance is maintained throughout the entire duration of the J-1 program.
Fosters relationships and communicate regularly with program officials at the Department of State. Liaises with SEVP, USCIS, and with other U.S. federal agencies on J-1-related matters as necessary.
Coordinates DOS participation in SHRM’s Immigration Symposium, including one-on-one meetings and workshops.
Works with Government Affairs to organize and engage in advocacy activities on behalf of the J-1 program as necessary. Work with appropriate SHRM partners to update members on federal or state activities that could impact the J program throughout the year.
Monitors J-1-related trends that impact various SHRM constituencies, including corporations with in-house programs, universities, and research centers, analyze potential regulatory changes and support J-1-related federal requests for public comment.
Participates in activities organized by the Alliance for International Exchange and NAFSA to promote best exchange-related best practices.
Regularly communicates with direct reports and provide feedback on activities and performance throughout the year, including performance reviews.

High school diploma or equivalent.
5 years of experience administering an exchange program as RO/ARO required.
Demonstrated knowledge of the Exchange Visitor Program laws, regulations and SEVIS.
Demonstrated experience working with large multinational organizations.
Demonstrated experience in developing and maintaining client relationships.
Experience managing a team.
Strong decision-making, problem-solving and critical-thinking skills.
Excellent writing and presentation skills
Proficient in MS Office and willingness to learn other software as required.
